Overview

California State University (CSU) is implementing a new cookie banner across nearly all CSU campuses and Chancellor’s Office main domain websites beginning February - March 2026. This effort enhances transparency, strengthens user choice, and aligns with CSU’s commitment to providing appropriate privacy options to students, faculty, staff, and visitors.

This update reflects widely adopted industry best practices in digital privacy. Cookie banners are now increasingly common across higher education, government, and private-sector websites, and they help ensure that users receive options, where applicable, about how their cookie data is handled.

Beginning February through March 2026, visitors to CSU websites will see a cookie consent banner when they first arrive at a CSU webpage each year. The banner explains CSU’s use of cookies and allows users to opt out of non-necessary cookies, such as analytics and personalization tools. These optional cookies help the CSU better understand how visitors use CSU websites so we can continue improving functionality, navigation, and overall user experience so opting into cookies (which is the default) helps us provide you better website services.

Cookie Banner FAQ

The cookie banner is a short notice that appears when you visit a participating CSU website. It explains CSU’s use of cookies and gives you options to accept all cookies or manage your preferences, including opting out of non-necessary cookies.

The banner will appear on most CSU campus websites that do not require authentication such as a login, as well as the CSU Chancellor’s Office main domain and its connected and related subdomains.

CSU is implementing the banner to:

  • Provide greater transparency about how cookies are used.
  • Give users meaningful choices about cookie data collection.
  • Align with industry best practices for privacy and responsible data use.

Cookie banners are now increasingly common across higher education and many other sectors and is seen as a best privacy practice.

  • Necessary cookies are essential for basic site functions (for example, security, page navigation, and core features). The site cannot function properly without them.
  • Non-necessary cookies (such as analytics and personalization cookies) help CSU understand how visitors use our websites and allow us to improve content, performance, and user experience.

Clicking “Accept All” enables both necessary and non-necessary cookies. This helps CSU:

  • Improve how our websites function and perform
  • Identify issues more quickly
  • Enhance accessibility and usability for all users

If you click “Manage Preferences,” you can:

  • Opt out of non-necessary cookies while still allowing necessary cookies so the website continues to function properly.
  • Save your selections so they apply to that device and browser.

If you close the banner by clicking the “X” without making any other selection:

  • The banner will dismiss, and
  • You will be opted in to all cookies, including non-necessary cookies in the US. For EU/UK visitors, they will be opted out.

If you want to opt out of non-necessary cookies, you should use the “Manage Preferences” or “Reject All” option instead.

Typically, you will only see the banner once every 12 months per device and browser, unless:

  • You clear your browser cookies, or
  • You visit from a different browser or device.

On shared or public devices (such as labs), users may see the banner more frequently.

Yes. You can change your choice at any time:

  1. Scroll to the bottom of any participating CSU website.
  2. Click the “Cookie Settings” link in the footer.
  3. Adjust your cookie preferences (opt in or opt out of non-necessary cookies) and save your selection.

If you are using a shared or lab computer, you should:

  • Review the cookie banner when it appears.
  • Use “Manage Preferences” to select the settings that match your privacy preferences.
  • Consider adjusting your preferences again in a later session, since other users may change them after you.
